I contacted PayPal. Apparently they thought they had issued the refund, but hadn't. I can't get a full refund, but they are willing to give me the $20 back from the original chargeback due to it not being authorized. This should only take 24 hours. I was told to call back if it does not.
They cannot, however, give me back the other $20 in fees because the fees went to the credit card company. The credit card company has to have proof of shipment of the item in order to acknowledge that the chargeback was unverified. I don't know WHY they can't just accept the cardholder's word for it, but I'm going to find out. Somehow. I just have to get the other party to talk to -them- now. Because that's not something that I can deal with myself. It's not my company, not my account.
